沥青路面冷再生将旧路铣刨、剥离所得的回收沥青路面材料，经破碎筛分，抽提测定油石比、矿料级配组成及回收沥青的性能指标后，按新的沥青再生混合料配合比设计，适当加入部分新骨料、水、乳化沥青等，在常温条件下（不加热）拌制新的沥青路面材料。冷再生技术可以降低成本10-20%左右，且生产效率非常高。
